Senate Bill 641 proposes the use of public funding to facilitate a “trap, neuter, release” (TNR) program for feral cats in Illinois. Feral cats are non-native to our natural environments in Illinois and cause substantial damage to our native wildlife. Research indicates that feral cats kill between 1.3 to 4 billion birds each year, a number outweighing all other anthropogenic sources combined. With hundreds of native bird species breeding and migrating through Illinois each year, Senate Bill 641 could have a significant detrimental impact on several threatened bird species.

Senate Bill 641 would prevent local governmental units from enacting science-based and well-supported ordinances aimed at controlling feral and outdoor cats. Specifically it undermines our Illinois Constitution Article XI: Environment: The public policy of the State and the duty of each person is to provide and maintain a healthful environment for the benefit of this and future generations.
